Blacksmithing Level Affects Output?

Hi! I just wanted to know if the blacksmith level affects the output of the item. For example, what is the difference between a rank 7 and rank 10 blacksmith when creating the same item? Lets say the item is an armor, will the rank 10 blacksmith have a higher chance of giving it 3 sockets than the rank 7 blacksmith?

I guess nothing,, Leveling of Blacksmith is,, to craft higher level of weapon,, for example if u have level 8 Tailor,, you can able to craft Yellow Emperor Armor,,

but there's still a percentage that u can have 3s to 4s,,
