Well dmg is the same with or without it u can see urself in the ss:

Blazing arrow skill is only attaching "fire element damage" in your equipment attack, effect is just the same like the SoulStones with Fire element effect. It's not included in your "Physical attack" rate.

I can't understand..for some friends blazing arrow works..from 4k dmg to 6k x.x...that stink >.<

It does increase your damage somehow, but it's not included in Physical Attack rate. It's sorta like an addon damage, if you get what i mean.
