Unable to get Skills?!?!?!?!?!

I am unable to purchase any skills with the exception of upgrading the starter skills. I have the right culti level, spirit and coin, but get an error every time I try to purchase one. I have tried on a couple of different computers and still have the issue. Any ideas?

Are you sure you are getting the prerequsite skills before that higher ones? remember you cant get the higher skills before you take at least one rank in the ones before (or in some cases 10 ranks).
