IP is verified in order to check if the player is cheating to get more cubi. Changing the PC means nothing. IP depends on something else.

To answer the main question of this topic i say:

It is forbiden to vote from the same account from more IP's
It is forbiden to vote from same IP for more accounts
It should be forbiden to vote from different IP's for more accounts because people who can change their IP will create a large number of accounts and get rich easy.
