Hi sorry to trouble you all.

Can I know where to buy the below things ? :-

1) Lv 9x and Lv 10x normal white gear ? (Like Lv 7x and Lv 8x @ Dream Search Port)
2) Phoniex and Hercules ? (and also their foods)
3) Book that prevent pet from thurst ?

1. As far I know - nowhere.
2. "LM$ coins" pot npc in ADC west (near the bear and girl "Shop" npc ) or item mall.
3. Item mall only. Though if you have 22m you can create another item that do the same, give you some bonuss stats (you can choose, there are for example +5 agi or +3 HP regeneration plus +1% exp if I remember right) and never expire. The item can be created in 1k Stream city in one of the pots there and require items that can be bought at "LM$ coins".

btw if you're wondering the name of the item, its called Heaven Book.

Heaven Book is the name of slot I quess (like "Shoes" or "Weapon").
There is many names of the items. It depends of stats they add.
