Pharmacist Lvl 4 help

I have an elven priest w/ pharm skill. I've maxed out lvl3, spoke to Master of Herb picker, and elder, still can't get lvl 4 pharmacist. All pharmacist quests have disappeared from quest log and I'm still lvl 3. Am I missing something?

Near DSP there is a npc that sells book for lvl 4 and lvl 6

Yup.
That's the master of Herb picker. I figured out I not only have to talk to him but when done I have to buy from him. thanks
