XP Scroll explanation please.

I'm looking for some more info on the xp scroll. I know the first server I was on had different options for xp scrolls (2x,3x, etc) I don't know if that applies here or not.
Is it possible to activate 2 xp scrolls at once for triple Exp?
Is it true that after the xp scroll expires there is a 12 hour cooldown during which exp is reduced?

scroll is x2 exp only.
if u use it during double exp event u will still get x2 exp, not x4.

never heard about this O_o you can use these scrolls non-stop every hour.

Scroll gives more than 50%. I think it gives 2x as Marengo said. And if u compare it with 2x event you will notice that it gives more xp.
Scroll also has around 2 min cooldown.
