LMS Perfect World

Well, I've got my EA level 91 and then i decided to start forging my new weapons... When i got to level 3 blacksmith i found out the huge quest i had to do to go to level 4, then i bought the "Level 7 Blacksmith".
But after i got the item, i realized i didn't know what to do with it, so i tried to talk to the elder in city of feathers but nothing worked..
Anyone can help me with this? Do i need any specific level to be able to use the 7th level, or i simply need no levels in blacksmith before getting the level 7 item?

Before using lvl 7 blacksmith you must get to all levels from 1 to 6. When you get to lvl 6 blacksmith you must get 100% progress and only after that you can use lvl 7 book.
