As far as I know, for some cultivation quests, some NPCs are removed to prevent the Nirvana culivation from being messed up. as for NPC Eunice, If I'm not mistaken, is the one giving out the trade-stones-for-exp? I think it's removed since killing mobs gives much more exp than doing quests. In my opinion, this server is customized so that we don't do quests to gain exp and money but by grinding. So I think maybe that is the reason you may not be able to find some of those mobs or NPCs here.
