Is it possible to patch up PWI rising tide version to this version?and if is how?

if you're asking about the possibility to patch it up, yes it is possible. but it will most likely make your client crash, because the patches only work properly on a PWI client between version 124-166, and wasted your time and effort. so I suggest to download LMSPW client here, much easier than patching a PWI.
