I get an error

I followed the directions, and installed the patch into my Perfect World folder.
But when I try and use the application is says: "This application has failed to start because zlibwapi.dll was not found. Re-Installing the application may fix this problem." I've re-installed this application twice.

Anybody know how to fix this?
