How does someone create a guild? What do they have to do?

well, at official ( and if the system is not changed here) you need to hit lvl 30+, talk to guild administrator npc, and pay a fee ( 200k gold i think), and done, you have a new and shiny guild

Yeah there is one. At 585 665 if I remember it correctly.
