Frost city mats?

I was just kinda wondering, why arent frost city materials included in the lms forges? i know they are not as good as the later hh or cv weapons, but is there any reason they were excluded?

I do not really know the reason but i can guess that a bug was the problem. LMS does not do things like this without reason.
