you need:
- appropriate lvl (make sure you dont try to learn it too early. some skills can be learnt later than its written)
- enough money
- enough SP

And you have to go to skill master in hell or heaven (you will find enteraces in 1k city).

Also. The 92 lvl reguirement skills you can learn at lvl 99 and those with 99 - at 109.
