There is a possibility someone is using the same ip as you do. Ask your internet provider if he can set an stable ip address just for your computer. Most providers give their clients "changing ips" - a client get a random ip number from the base each time he connects.
The problem can apear also if someone is using same computer as you. Ask your brothers and sisters - maybe they voted and took your chance

Yep, if he votes on his account then you cant.
If you vote on your account he cant.
Its through your guys IP Address not by different computers.
