Sorry for the late reply, real life has been busy a bit lately.
The 1.3.6 server has no blue name option but pk is not a MUST, you can do FB's with players for mats and such, do fun pk with friends, etc.
There are 3 or 4 usual pk areas but players usually pk if they are not farming or such, there can be big or small pk fights.
If you need help with something but can't find any player online you could always try at different server times, I'm sure there are several players willing to help if you ask.

Though he may see the rare blue named char created when everyone started at lvl1. Now everyone starts at lvl 100 (before their first exp gaining event). There is no way to create a blue name character now.
